It’s fine and dandy for me to rail against the RFP but what should take it’s place? The answer is Qualifications Based Selection (QBS) and it’s been required by law since 1972 by the US federal government and since then 46 states have also adopted QBS legislation.

In either case, here in the boondocks (south central BC) 2 main conditions govern: 1) friends and relatives being awarded contracts; and 2) the ignorance of the choice makers so that they are unable to award based on the superior qualifications.
